Although crimes committed by omission

are fewer in number compared to those
committed by action, the analysis of their specific legal characteristics remains a matter of ongoing relevance in criminal law. Notably, the Constitution of the Republic of Azerbaijan, which
holds supreme legal authority and was adopted
on 12 November 1995, also affirms the possibility of liability arising from omission. Article 80
of the Constitution provides that the violation of
the Constitution and laws, including abuse of the
rights established therein or failure to fulfil corresponding obligations, gives rise to legal liability as prescribed by law [1, p. 25].
